Does anyone know how a medievil nobleman would obtain a crenellation(a license to build castles) or where to find the information?

He would apply to the King.

I was under the impression that it was referred to as a 'liscence to crennellate', crennellation referring only to the physical structure.

The "licence to crenellate" indicated that the nobleman wished either to erect a fortified residence or fortify his current residence. Either way, it meant he wished to "build a castle". For this he would require the King's (or Queen's) approval.

Yes, this would be the legal way. But many castles were erected although no king ever allowed their existance – especialy in times of war (f.e. between emperor and pope in the late 11th and the 12th cent.) or if there was no king which was everywhere accepted (f.e. in the holy roman empire from 1250 to 1273, when thousands of castles were built).
