'Papier mache' is great for forming uneven surfaces, but is not all that useful for castle walls and such. If you want to use it anyway, I suggest you make everything out of cardboard first, and then layer it with 'papier mache'. It won't take more then a week if you add a little every day and let it dry in between.

I haven't worked with clay for a long time, but it should be ideal to make a small castle. You can roll out sheets of clay(about 1-2cm thick) and use them to form the walls, including the walls of round or square towers as well as any internal buildings. Don't make the towers and buildings solid, the clay will be too thick and crack when drying. You can then scratch 'stonework' into the surface if the wet clay.
